From Policy to Practice: Advancing High-Integrity Carbon Markets in the Nordics

As international carbon markets move closer to large-scale implementation, attention is increasingly turning to how these mechanisms can support climate ambition while maintaining credibility and trust. For Nordic businesses, policymakers and investors, Article 6 of the Paris Agreement is no longer just a policy discussion—it is becoming a practical consideration for future climate and investment strategies.

These questions formed the basis of Nefco’s Nordic Roundtable on High-Integrity Carbon Markets in Oslo. Organised together with the Climate Leadership Coalition and Skift, the event brought together business leaders, policymakers and carbon market experts to explore how Nordic actors can engage in international carbon market cooperation while upholding high standards of transparency, integrity and environmental impact.

A key message emerging from the discussions was that carbon markets are entering a critical phase. While the institutional foundations for Article 6 cooperation are increasingly taking shape, significant challenges remain. Participants highlighted the importance of stronger host-country capacity, clearer authorization processes and greater regulatory certainty to unlock investment and scale climate action. At the same time, there was broad consensus that the Nordic region is well-positioned to lead by example, drawing on its long-standing commitment to climate policy, market-based instruments and high environmental standards.
