Exploring Nordic Opportunities in High-Integrity Carbon Markets

As countries and companies seek effective pathways to meet their climate goals, international carbon markets are gaining renewed attention as a tool for accelerating climate action. At the same time, questions around integrity, transparency and market readiness continue to shape the debate.

These issues were at the heart of Nefco’s Nordic Roundtable on High-Integrity Carbon Markets in Copenhagen. Hosted together with the UNEP Copenhagen Climate Centre and the Climate Leadership Coalition, the event brought together policymakers, business leaders and carbon market experts from across the Nordic region to explore the role of carbon markets under Article 6 of the Paris Agreement. Discussions focused on how market-based climate cooperation can support both climate ambition and sustainable development, while ensuring high standards and credibility.

A recurring theme throughout the discussions was the need to balance ambition with caution. While participants recognised the growing potential of carbon markets to mobilise investment, support emissions reductions and facilitate international cooperation, many also highlighted the need for clearer rules, greater transparency and stronger confidence in market mechanisms before large-scale engagement can take place. At the same time, speakers emphasised that international cooperation under Article 6 represents an important opportunity to accelerate climate action at the speed and scale required to meet global climate goals.
